The President of Russian Dmitry Medvedev stated the he will organize a special commission for economic modernization and technological development.

According to a top presidential aide Arkady Dvorkovich, the commission will include members of the presidential executive office in addition to business representatives, industry analysts, and scientists.

The Russian President believes that businesses would not be eager to commit large financial resource to the goal of modernization.

“Businesses are not motivated to engage in this kind of activity,” the Russian head of state remarked. The problem does not implicate only tax incentives, the Russian President noted. A substantial component of the problem is psychological in nature, since companies are not willing to spend money for something that does not bring immediate results.

In spite of the government’s intentions to modernize the economy, no substantial results have been accomplished as of yet. As the Russian President noted, the state’s efforts to set up information technology parks and venture companies have been meager.

The overall situation in the Russian industry has been exacerbated as a result of the economic crisis.
