According to Governor Alexey Gordeyev of the Voronezh region, which is located in the southwestern part of Russia, a center for business commercial aviation is likely going to be created in the city of Voronezh. At the present time, two air carriers, Polyot Airlines and Avia Management are pursuing negotiations on entering into an alliance to create short-range passenger airlines.

The director of Avia Management Yevgeny Andrachnikov was the one who made a suggestion to create a center for business aviation to serve as the chief point of contact for businessmen from all the surrounding regions in calling on executive and charter flights.
