On May 24, 2011, the Russian President informed the Commission on Modernization that he issued orders to create a federal regulatory agency responsible for intellectual property rights.

It is anticipated that the new governmental body will inherit part of the subject matter jurisdiction from the Service for Patents and Trademarks and the Federal Agency for Legal Protection of Military, Special and Dual-Purpose Intellectual Property.

According to the Russian leader, the creation of the new agency entails re-allocating the responsibilities among a number of state officials.
