14 million migrant workers annually come to Russia to work, according to the head of the Federal Immigration Service Konstantin Romodanovsky. Speaking at the first meeting of the Committee on Immigration of the Council on International Relations under the Russian President, Romodanaveky noted that the majority (77 percent) of migrant workers are still citizens of the C.I.S. countries. The citizens of Ukraine account for about 20 percent, the citizens of Uzbekistan for 15.6 percent, and of Kazakhstan for 11 percent. The top 10 countries by number of entrants outside the C.I.S. include China (3.5 percent) and Germany (3.4 percent).
