Moscow supports Internet regulation

The Russian Foreign Minister Sergei Lavrov supported the idea of regulating the Internet internationally. At the ministerial session of the Organization for Security and Cooperation in Europe (OSCE) held in Kiev, Minister Lavrov emphasized the role of the organization in supporting the rights of people in cyberspace. As an example, Lavrov mentioned that radio frequencies are assigned by the International Telecommunication Union, while Internet domain names all over the world are determined by the ICANN Corporation, located in the state of California. ICANN is working under the supervision of the U.S. Department of Commerce.

Minister Lavrov outlined that in the context of printed mass media, including television and radio, the content presented to the public is shaped by an editorial body, which serves as a buffer between the audience and the journalists. The editors guarantee the quality of the information presented and could account for it to the public. The Internet, on the other hand, creates a different format of communication and a new business model, according to Minister Lavrov. The model is one in which journalists communicate directly to the audience without any mediators.
