Rosneft will pay 5.368 billion roubles for 12 oil and gas blocks on the Russian continental shelf, all of which were transferred to the company without competition.

Under the licenses, the company acquired the right to produce at the blocks in the Barents Sea (North-Pomeranian-1, South Prinovozemelsky, West Prinovozemelsky, West Matveevsky, and Russkoye), the Kara Sea (North-Kara), the Chukchi Sea (South Chukotka, Northeast Wrangel-1, North Wrangel-2), and the Laptev Sea (Ust-Lensky, Ust-Oleneksky, Anisinsko-Novosibirsk).
