The Ministry of Foreign Affairs of Russia has said that it considers the United States to be in breach of several treaties on the nonproliferation of weapons of mass destruction and arms control.
Officials in Moscow have said that the U.S. is not abiding by the principles of the Strategic Arms Reductions Treaty (START), the Intermediate-Range Nuclear Forces Treaty (INF), the Chemical Weapons Convention, the Biological Weapons Convention (BWC), the Hague Code of Conduct against Ballistic Missile Proliferation, and also a number of agreements concerning international export control.
